James Fitzjames Stephen's 1873 reply to John Stuart Mill's On Liberty, here in the second edition of 1874. Stephen argues that Mill's liberty principle cannot be applied in practice, that coercion and moral persuasion are both legitimate means of regulating conduct, and that the ideals of the French Revolution do not make a workable creed.
