Harvard economist F. W. Taussig's 1915 examination of the American tariff, built on studies of how protection affected particular industries, including iron and steel, sugar, and textiles. He asks whether duties created industries that would not otherwise have grown, and finds that the effects were smaller than protectionists claimed. A classic empirical work on trade.
