Hodgskin's first publication, a pamphlet of 1813 written from his service as a Royal Navy lieutenant. It condemns impressment and flogging, describes the harm they do to officers, sailors, and the country, and proposes an amended system that would end pressing. It marks the start of his career as a critic of compulsion.
