An 1882 open letter to Senator Thomas F. Bayard of Delaware, first printed in Benjamin Tucker's Liberty. Spooner challenges the right of Bayard and all other members of Congress to exercise any legislative power over the people, rejecting the claim that the wise and well-born are entitled to govern others without their consent.
